I agree with you 100% in regards to HH Mar Dinkha can clearify this and many other issues by giving a public speech to all Assyrians around the world. I am sure, other issues will rise after speech, but is very important for him to make that speech, but I wonder why he is very quite.
You asked what the difference between Gatarasis or Makleita is and need to know some verses in the Bilbe which refer to Darghe (I presume you want to know about the bishop, matran and pateriarcha). regarding to your first question is, that Gatarasis falls upon a priest, bishop, matran or pateriarch who can not act in any capacity in our church, not even a shamasha not then and not until his death. after gatarasis, he is completely disrobed but still can come to church to take blood and body of christ as a layman. but makleita is for a while or for life if the holy synod decides, but even if forever, he still keeps that Dargha with him until his death. Gatarasis is put upon a darghaia who commits a grave error agains God's direct commandmants and other serious (very serious matters) such as adutery, theft, etc, but maklaita is given upon smaller errors which needs a punishment and the extent of his error, determines the lenght of his makleita. At the time of HH the Late Mar Ehsai shimoun, there used to be another thing called Makhramta, which has been stopped and no longer one person can be Mokhrema, for the simple reason, that if one person becomes Mokhrema, then every one who keeps the contact with him, so much as a hello, he is Mokhrema too according to our faith. so that Makhramta is gone and no longer valid
In regards to Darghe mentioned in the bible, only one dargha is mentioned and that is preisthood, the sole reason is that From dargha of pateriarch to the simple priest, all hold one dargha and that is pristhood. In peter's letter to Hebrews, he mentions Christ, our Lord who now is Koomra Rabba in the presence of his father, for us. so, in Bible there is no dargheh (literarly) mentioned in the bible but the fact that Christ our Lord in certain stages in his life, accepted the dargha of pristhood (from John the babtist) to the time where he was taken to heaven while his deciples watching (at this point he recieved the pateriarch Dargha or Koomra Rabba).
The reason for Christ our lord to be babtised, was not just a symble that we should do the same, for the fact that he had no sin, but he did like other sinners, but he did it for the fact that he would take the priesthood dargha from John, for John the Babtist was from the pristhood family, so he had dargha.The church, after Christ our Lord and God, organised the Hirarcky, but this Hirarcky works in different way to the hirarcal institution in this world work, for as Christ said, the nations governors are their heads, but must not be like that among you for if who wants to be Goora, must be Khelmatcar. so our church's Hirarcky is like you turn it upside down, meaning Pateriarch who is at the bottom of the Hirarcky, is the servant of them all, to His Matrans, and Matrans again to all and to their Bishops, and Bishops to all and to their priests, so on and so forth until you get to the faithful who are to be served by all of the clergies.
