At some point, G would need the cooperation of the CCC and the Holy C, who might have orchestrated the whole thing being done on the Q.T.

That could even 86 phase B, P.D.Q., even if they had the help of the CIA and MI5 in pulling off their covert operation.

I think that the lesson here, if there is any, is that great intelligence is no defense against stupidity.
