Dear Ashur,
When you do a Whois search on a domain name as Daniali did, it gives you information on the person who registered that domain name (ie "Isthartv.com"). It's got nothing to do with who owns the tv channel or who runs it etc...
So in this case, "Govand Sinjari" happens to be the person who registered the domain name for Ishtartv, thats it (he may also be the guy designing the website for them). For example, if you run a whois check on microsoft.com, your not going to see it registered under "Bill Gates", but either under the persons in charge of the domain registration or simply under "Microsoft".
Hope you understand what i mean.
